Accessibility Statement

Website accessibility statement

The Ministry is continuously taking measures to make its website accessible in accordance with the Act on the Accessibility of Websites and Programming Solutions for Mobile Devices of Public Sector Bodies in the Republic of Croatia (Official Gazette, No. 17/19) (hereinafter referred to as: the Act), which transposes Directive (EU) 2016/2102 of the European Parliament and of the Council of 26 October 2016 on the accessibility of the websites and mobile applications of public sector bodies into Croatian legislation.

This Accessibility Statement applies to the Ministry’s website (https://poljoprivreda.gov.hr).

Degree of compliance

The Ministry’s website partially complies with the provisions of the Act. Below is an explanation for the part of the website that is not compliant with the provisions of the Act (content is inaccessible) and/or to which the exceptions prescribed by the Act apply.

Inaccessible content

The main website of the Ministry https://poljoprivreda.gov.hr was created as part of the Central Government Portal project.

In order to simplify administration and content management, all other websites under the administrative responsibility of the Ministry or taken over by the Ministry through the implementation of the Conclusion of the Government of the Republic of Croatia on the reduction of the number of agencies, institutes, funds, trading companies, foundations and other legal entities with public powers are being prepared for migration to the Ministry’s main website https://poljoprivreda.gov.hr.

 Non-compliance with the Act

  • In cases where the screen reader does not recognise an element and/or incorrectly transmits the information, the information is not transmitted in the audio recording
  • Images, graphs and diagrams do not contain the <alt> attribute
  • The description of the image’s functions does not take precedence over the description of its content
  • The website does not allow changing the font
  • Some links are not descriptive and do not provide information about the content they lead to
  • Some files (.pdf, .xls, .doc and others) are not available in a screen readable format.

 Disproportionate burden

  • For all the above-mentioned non-compliances, the Ministry temporarily invokes an exception due to disproportionate burden within the meaning of Article 8 of the Act.

The content is not covered by the scope of applicable legislation

  • Pursuant to Article 3 of the Act, PDF files published before 23 September 2018 are qualified as archives by the Ministry, and are exempt from the application of the Act.

The Ministry will regularly revise this statement after eliminating the reasons why certain content was inaccessible.

The Ministry will, to the extent possible and, if necessary, using the services of external contractors, update the website, taking into account accessibility requirements, so that persons with certain disabilities (visual, hearing, motor or cognitive impairments) and the elderly can use the website without hindrance, and make necessary adjustments in the creation and design of digital content accordingly.

If you wish to receive some of the inaccessible content on the Ministry’s website in an accessible format, you can request it by contacting the Ministry’s Information Officer at pristupinfo@mps.hr.

 When doing so, please provide the following information:

  • Your name and e-mail address
  • The address (URL) of the page or document you wish to receive in an accessible format
  • The file format in which you wish to receive the requested content (e.g. PDF file obtained by exporting from the original Office document).

The Ministry will respond to your request within 15 days of receiving it.

Drafting of this accessibility statement

This statement was drafted on 23 September 2020, and was last reviewed on 23 October 2020.

To draft the Accessibility Statement, the Ministry conducted a self-assessment against relevant accessibility requirements.
